Same reason, my friend tried to spoof and after changing to "spoof device" to none, it was working until now A.I was downloading and there is something that is blocking or the method isn't working.

Additionally, unfortunately, being in Poland, changing the region and language to US and disabling localization still does not allow AI to be enabled. It displays information about the lack of AI availability in my region.

I'm having the same issue. Everything downloads, but when switching back, to get FaceID to work, my phone is stuck at downloading.

After I updating the iOS 18.2 beta 2, the first time I sproof my Devices, AI with ChatGPT is working. After that, second time I sproof my Devices, Apple Intelligence is always Shows downloading, only have RGB lighting circle. I tried many times, reset gestalt file, sproof Devices many times, still stuck downloading……

I have two iPhones, same issues
