It is possible to implement 4K120fps slow-mo on iPhone 15 Pro Max or older?

This is a hardware limitation of the image signal processor on the phone's SoC's or image sensor rather than a software lock, at least I hope so. Don't expect much.

@bentoon00 As i know how Apple locks features to new devices it is software lock. Even photographic styles are software lock too.

Only i think Apnea feature is hardware but i may be wrong because third-party apps detects is without any issues so Apple always loves make old devices obsolete
