Remove bower devDependencies and place as peerDependencies #64

To avoid errors on install when bower is not available as per issue https://github.com/lemonde/angular-ckeditor/issues/62

Also, updated various dev dependency versions.

Can this PR be merged? Would be really nice, because this library is useless for me now, because I can't use npm to install.

Hey @JBustin, @mariusbrn, I see You're still in Le Monde, can you merge this pull request and publish it to the npm, It will solve many people problems including mine.
