Strange timeout errors #1751

In some of my PRs, I have noticed a weird 0.01% decrease in the coverage and when I go to check which lines are the problem, I get a timeout.

When I click on models/country.py I get the following error. Ray ID: 859790c3e817023a.

Confirm, this is happening now on some of our repos. Sometimes it works, sometimes it doesn't. It must be a transient issue. I just tried one of mine that was failing again it and it does work now, but didn't just an hour ago.
