[ed/ls] 2404 and UIDs for LSAS #255

The vertical border from SZE and FUE is moved back to FL195.

Also minor priority changes in EDMM for TRU and DM*.

This adds UIDs for LSAS so that we can uniquely identify sectors for our LoA tooling.
