I am able to cast regen with a 9:xx duration. but it appears as only 6:42. Adloquium is good once I added arbatel bracers 2 and 3 to perpetuance section:

not sure where regen is getting missed. Here is my gear used to test should be 0.6 (arbatel bracers +2), 12 (Telchine Chas.) , 15 (Lugh's Cape), and 0.1 (Embla Sash). +60s from Light arts effect 20/20.
