Cannot build templates repository because of alpine #125

What should be done

https://github.com/erlef/docker-elixir/issues/41 According to this issue, alpine was updated on the latest version of docker-elixir which is used inside of this repository. Because the templates repository uses node:12-alpine with an older version of alpine than devtools, an incompatibility occurs and the docker image build fails.

A solution is to fix the docker-elixir version to 1.12.2 to keep the older working version of alpine.
