Running DECterm crashes OpenVMS 8.4 #61

Opening DECterm either though CDE or console causes OpenVMS to crash with this error message:

In OpenVMS 7.3 Alpha I can run a decterm without issues on the GUI:

Hello, In OpenVMS 7.3, it seems there are the same problem with "LMSRV.EXE" (start correctly one boot /10): DEC
