Tru64 4.0f fails to boot on axpbox 1.1.0 due to a failure to load /etc/init. 4.0f does boot on my physical AlphaServer DS10 and is the oldest supported Tru64 version on the DS10/20/ES40. The same exact error message appears when booting 4.0g.
