As described on https://github.com/leo-project/leofs/issues/1156#issuecomment-442344983, there are some use cases that it would be useful to provide standalone mnesia backup/restore tool instead of the current bakcup/restore command implemented in leofs-adm as there are some cases it's impossible to restart LeoManager for some reason (ex. the machine got broken completely)
