Criação de pacote para distribuição no PyPI

Neste PR o import passa a ser ibge.localidades, pois abre a possibilidade de realizarmos a implementação dos outros serviços disponibilizados pelo IBGE em outros subpacotes. Esta foi a única mudança de código realizada.

A versão atual do pacote está em 0.0.5 em beta
