please check if your panel has correctly installed. But this error appear if your panel has not completly setup.

Your Webserver OS ?

I'm using Ubuntu Linux 18.10

Some files doesn't exists like: configs/config_mysql.php

Please follow the wiki and install webpanel on debian 9,x ;)
