Can create Host with normal user #288

I find out, that I can add a host with a normal user and the user has no ACLs. I fixed it with the additional sql string _ AND contactadmin = '1' in line 273.

The help note "- LOGIN and PASSWORD is an admin account of Centreon" is now true.
