Create a new check that validates corpus according to a specific standard, for 
example:

- ISO8601 times
- Correct TimeML mod values
- RelTypes in a specific set
- timex3.functionInDocument, type, temporalFunction within specified values
- timex3.anchorTimeID exists
- instance attribs within bounds
