Upload timen jar to Maven Central #13

It would be much easier to use timen if it were uploaded to Maven Central. Then 
anyone using Maven, Ivy, Buildr, SBT, etc. for their build would get timen 
automatically by just declaring a dependency on it.

The pom.xml that you'll need for this process is included in the patch for 
Issue 15. I have also included it here in case you want to look at it in 
isolation.
