Consider gt cases which do not has annotations #20

@wjbKimberly why you close the PR, the master code has not considered gt cases which do not has annotations, it seems that is a bug. I want to pull a similar request to solve it, but your PR fixes it, why close the PR?

I found something wrong in my PR code. Considering no one pull the same request I fix it by converting the gt in 2018 format to 2017.

I open a new PR as I accidentally delete my last repository.
