Fixes for #23 #25

This fixes the issues for #23, validated with the user-provided .json files.

Changes were in particular:

always exporting all image information, even if there are no people annotated in the ground truth;
preserving the order of images, since it is used to create gt/pred matching pairs;
fixing a missing exported keypoint type,
exporting the 'is_labeled' tag,
fixing a dict/list structure for the keypoints,
exporting imgnum (non-critical),
omitting non-labelled keypoints (non-critical).
