Fix downloading chromedriver for versions 115 and above from new endpoint

Fixes #20 by

• Using the endpoint https://googlechromelabs.github.io/chrome-for-testing/LATEST_RELEASE_STABLE to detect the latest stable version
• For version >= 115 using the new endpoints from https://googlechromelabs.github.io/chrome-for-testing/known-good-versions-with-downloads.json to get the download URL, which comes from a https://edgedl.me.gvt1.com/... URL
