Updates to developer_manual.md #8

I was following the developer manual documentation (which is very helpful btw!) on Linux and noticed a few minor issues:

  1. I modified the description for the Github authentication to align with the personal authentication token rather than username and password
  2. I fixed a typo that caused an error in the command line to run the parser
