Moved e-mail into this translation issue, because e-mail doesn't scale:
If you allow me I have some remarks for you, please let know what you think:
you use both mp3 and MP3. It should be mp3
It should be FLAC when used in a sentence and not flac (according to
http://flac.sourceforge.net/ )
Is Cd-info a feature of rubyrriper, or an external program?
"Pad missing samples with zero's": what is pad here?
"Overread into Lead-In and Lead-Out": please specify the meaning
"Provide a directory to stub disc queries.": I do not understand your use of
"stub". Please precise
"Minimum seconds hidden track": this sentence seems incomplete
"Inputfile" and "Outfile": are these functions (and they shouldn't be
translated) or are they meant to be written Input file, Output file?
"Prefer releases from countries (better,worse,...)": you miss a space after
"better,"
"Trackname": unless you are referring to a value, it should be "Track name", As
a matter of fact "filename", "filesize", "filescheme" or "tracknumber" are not
English words either. The fact that they are widely used doesn't make it
correct ;-)
"No disc found at trial %s!": does it mean that no disc was found after %s
trials, or that no disc was found a trial # %s?
You use both "write permission" and "writing access" to convey the same meaning
in two different strings. I recommend using "write permission" for both
"dir" is not a word but a command. I recommend using directory
WAVE files have an extension *.wav, so you shouldn't you WAV like in "Internal
WAV routines" but "Internal WAVE routines"
LAME should always be in uppercase according to http://lame.sourceforge.net/
WavPack should be written with a capital P according to http://www.wavpack.com/

Idem:
"Mark as a hidden track when bigger than". Since you are here talking about the
length between the last track and the hidden one, "longer" would be more
appropriate
Musicbrainz preferences: Original, Latest available, From release are not
translatable, they should be
"Append pregap to the previous track" but "Prepend pregaps to the track": did
you actually mean to use the plural form for the second one?
On the "Codecs" tab, "Active audio codecs" is not translatable, nor "Other",
they should be

Ok; so let me continue with your remarks/questions:

(reading correction). Not all drives support applying an offset when this
result in reading beyond the normal boundaries. If you have a negative offset
reading the first sector would mean cdparanoia tries to read before the
reported start (lead-in) of the disc. A positive offset would mean reading
beyond the reported end of the disc. Maybe Ian can clarify on this.
