Some technology sets arrows up on top of other technology.  In particular:

Beam weapons (1st level) are a pre-requisite to increased bombing damage. 
The arrow from 1st level beam upgrade to bombing passes over several other
techs.  It still works, it just looks sloppy.

I can probably debug and submit a fix to the romulan race entity file, if
you want me.  It's a matter of where the technologies sit on the tree.

Either the issue has been fixed or I'm not sure what you're referring to.  When 
I
look at the tech tree, the bombing research states that it requires 2 points of 
the
beam technology located directly to the left.  I think it's intense pulse beam 
or
something like that.
