This may be a balance issue - I've noticed the feds are generally a little
underpowered, but I agree the starbase is a little crazy (~3-4X power of
others).

I still think starbases have balance issues, now more than before since the last
changes to gravity wells.
Weapon ranges needs to be changed according to grav wells too I think,
federation
star base for example still have its enormous range from before and with the
reduced
gravity wells it is able to cover the entirety of it, a nice advantage.

I liked how in the previous versions starbases were actually able to cover
almost all
the gravity well (or had quite large range anyway) but I think they have to be
standard for every faction (or at least with not so big differences) for it to
be
"fair-enough".
