Grav Wells (terran planets) messed up #148

See attached pic file.  When I encountered a Terran planet that was not my
HW, it was HUGE.  There was no room to build in the grav well unless I used
autoplace for structures.  Optimal starbase and defensive structure
placement would be impossible.  See attached pic.
