Precise Targeting Ability #151

I'm curious who submitted this ability in the Beta Tester folder.  I have a
an "extremely" similar ability that someone sent to me a while back with
much more streamlined coding.

I'm uploading into the Justin folder for you to take look through and
compare.  Same end result, but it's a continuous ability that actually
gives the ships weapons a minimal chance to inflict the status problem
rather than a one-off ability. 

Let me know what you think.

Yeah, I sent it to JT a few days ago.  It wont bother me in the slightest if it 
gets
tossed, so toss away if you want to.  That ability wont have much effect as is
though, at .5% chance of effect, you're looking at one hit every few minutes on 
the
typical ship, and the disable isn't even as long as the firing delays are.  It 
needs
a huge boost to fit with the ~10 second intervals.

No doubt it would need to be updated if used.  I just wanted you to see if it 
was
similar enough that it could possibly be substituted.
