All fed ships need an ability hardpoint added for their tractor beams.

Preferably 2 points one fore and one aft.

Every ship?  Just the larger ships?  Just the capital ships?  Just the fighters?

All Fed Cap Ships, plus Akira and Intrepid now have fore and aft tractor 
emitters.
