Logistical Slots #174

I see that logistic slots were recently increased on all colonizable bodies
but it seems there are some issues with it, unless there will be a logistic
structure in the mod that will use only 2 or 1 slot(s) to build.
Terran Home platens have 30 logistical slots when fully upgraded, number
should be 28 or 32 otherwise it will stay with 2 unused slots. 
Same for the following bodies:
Terran planets have 29 (should be 28 or 32);
Asteroids have 15 (should be 12 or 16);
Volcanic have 25 (should be 24 or 28);
etc

What was wrong with the existing number of logistics slots?

Giving people lots of logistics slots gives them less reason to move out and 
capture
territory (and develop and hold it) IMO.  You wanna seen an aggressive game?  
Try
clamping down on the logistics slots (too many people would complain, but it 
would
probably be more exciting).

the refinery module for the feds will only be 2
it was primarily for them
