Ice/Vocanic/Desert Plants have structure-placing problems again #175

The gravwell to planet-diameter ration is busted again for ice and volcanic
planets, resulting in only being able to place structures via auto-placement.

The desert planet has only a tiny tiny band where you can place structures.

The teran planet seems to be fine, probably because its grav well is much
bigger.
