D-12 takes 40 supply? #177

The D-12 Bird-of-Prey is taking up 40 supply, which is way less than even a
Vor'Cha.  Seems to be out-of-whack, unless the point is for it to be an
"expensive" ship early in the game that's useless later.

The D-12 is currently only 20 supply. Unless you're talking about the double in 
the
cruiser slot. They're both exactly the same otherwise, also the line-up will be
changing once we get the kron in. So for now just build the frigate version.
