All-She's-Got penelty #179

A couple thoughts on the All She's Got ability:

1--> The aiming penalty for using the ability gets worse as the spell
levels up.  Normally I make my custom abilities go the other direction. 
Not sure it's supposed to be that way.

2--> The cooldown is way shorter than the duration, which is kinda useless.
 Normally, abilities start with the duration shorter than the cooldown and
even at best get to where they are the same value since you can then cast
it right as soon as it wears off.

The cooldown is an obvious one, I was a tard.  I'm so used to designing them 
for SOGE
that I keep having to redo the timing on things, forgot to move the cooldown up 
with
it.  The long firing delays really mess with timing.

I made the penalty get worse because it just seemed sensible based on the 
description
I was given.  If you're squeezing even more juice out of the ship while blowing 
up
relays, you're probably blowing more of them up.

I suppose that's fine, but I (personally) figure it's due to the skill of your 
crew
in  being able to wring better performance out of the systems, and thus no 
increase
in penalty is needed.

Both views are perfectly fine, so balancing should really be the driver.  Given 
the
size of the damage increase, I suspect that the spell is a little unfair as it 
is.
