Borg Unimatrix builder doesn't build Unimatrix #185

What steps will reproduce the problem?
1. Research and build Unimatrix builder
2. Use Unimatrix builder to build unimatrix "Starbase"

What is the expected output? What do you see instead?
I am guessing it should build the unimatrix, but instead builds the Vasari
starbase instead.

What version of the product are you using? On what operating system?
SOA2 v.0.4e, Windows XP

Please provide any additional information below.
I dunno if you guys had planned for this or not, I just remember seeing in
preview shots the unimatrix (i believe reply 279) and thought it was
supposed to be available in this version.

It was supposed to be in but got dropped from this release. It will be in a 
later one.
