Can build Excelsior without research

What steps will reproduce the problem?
1.From description, the Excelsior Retrofit Order research item appears
necessary in order to unlock the Excelsior for building, instead it is
available for build without research.  Researching item anyway does
nothing, does not boost existing excelsiors, nor does it improve anything
to ones built afterwords.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system? 0.4E

This was fixed in the hotfix, did you download it and properly install it?
