Refit Operations Research doesn't seem to work with Borg

What steps will reproduce the problem?
1. Researched the Refit Operations
2. When I try to repair with the shipyard still tells me that I need the 
research
3.

What is the expected output? What do you see instead?
I expect the ability to work so I can rapair the assimilated ships

What version of the product are you using? On what operating system?
0.4.2E on WinXP 32 bit

I can't repair neither

The Repair icon on the shipyards is grey as if the ability wasn't activated by 
the 
research
