Borg have cloaking research

What steps will reproduce the problem?
1.research cloaking ability
2.V-8 War Birds cloaking button grey'd out
3.

What is the expected output? What do you see instead?
A fix for this??

What version of the product are you using? On what operating system?
SOA2 0.4E, Windows 7 Ulta 64 bit

Please provide any additional information below.
tried different New games and reinstalled full game and new downloaded mod 
after fresh install of OS, Still same thing

Actually, the Borg shouldn't have cloaking research at all, and the V-8 Warbird 
is 
just a placeholder.
