Borg wont build larger ships

What steps will reproduce the problem?
1. Play a large game with the borg on Aggressive
2. Let them build forever
3. Notice that no ships larger then a queen dimond is built.

What is the expected output? What do you see instead?
Larger ships, or at least a few cubes. What we noticed was the borg quit the 
game after loosing a few battles with there small sad little fleet.

What version of the product are you using? On what operating system?
Windows Vista. SoA 2 version 0.4E

The Borg AI is a little gimped right now. Their ships cost so much and use so 
much fleet supply the AI typically decides the cubes are not worth the effort. 
Once the balancing is complete this should not be a problem. The balancing may 
not be complete however for a few more updates, so bear with us please.

I noticed it says "Status: Fixed" in the left corner of this forum.  Did you 
guys really change the AI that quickly?  If so, I'm very impressed lol.
