Dominion Research not working

What steps will reproduce the problem?
1.Research first step of torpedo upgrades (I don't know about the rest) 
2.Starbase Torpedoes doesn't get upgrades

What is the expected output? What do you see instead?
Increased damage of starbase torpedoes (i think)
Instead, no change in damage

What version of the product are you using? On what operating system?
Windows 7-64bit, Latest version of sins and mod

Please provide any additional information below.
Maybe you don't want torpedo upgrades to affect starbases, or maybe it's a bug. 
I don't know, thought i could report it anyways.

Someone was a tard and didn't restring them.  That's actually polaron weaponry 
upgrades.  It increases polaron torpedo and beam weapons.  Plasma torpedo 
upgrades are part of the defense upgrades, as they only exist on defensive 
structures.  The starbase has an ability relating to them, and the weapon 
platforms are powered by another structure, greatly increasing their firing 
rate.
