Borg assimilation of Cap Ships

This might be a bug or it might not, but it's probably a balance problem.  

Do you realize that all borg cap ships can assimilate enemy cap ships with 
their tractor beams?  It's a ridiculously easy thing to do, and it happens VERY 
frequently.  In fact, it's a more reliable way to swipe enemy cap ships than 
the Cap Ship assimilation ability for the Unicomplex.  I was running around 
with dozens of stolen cap ships!

Granted, the borg are supposed to be overpowered, but a couple of Queen's 
Diamonds can steal every enemy cap ship in a fleet with almost 100% success.

I agree that this ability is overpowered, even though the Borg are supposed to 
be overpowered.. There still needs to be some thoughts to balance. Capital 
Ships should be hard to assimilate, if possible in the first place. Maybe only 
when they are almost destroyed. I've lost level 9 capitals to assimilation in 
seconds before.

and the borg can assimilate past their fleet capacity, so they can max out on 
borg ships and keep assimilating, thereby having unlimited fleet capacity
