H'Viek Disrupter Overload ability doesn't increase damage #217

The Disrupter Overload ability doesn't seem to actually increase the damage for 
the H'Viek (SP?) warbird.

However, the self-inflicted DPS kills the warbird after about the second 
casting, making it a suicide ability with no benefit.

My recommendation would be to swap up the damage to one that just reduced 
weapons cooldown (similar to the Rom Frontal Assault ability I created for the 
Noraxen Warbird) and reduce the self-inflicted DPS to a manageable number.  Not 
sure if someone is married to this.
