Kron cruiser replaced by stronger B'rel #219

What steps will reproduce the problem?
1. Simply playing as Klingons
2.

What is the expected output? What do you see instead?
In the cruiser section of a shipyard menu, should see a Kron cruiser. No Kron 
cruiser is available for build. Instead, there appears to be some kind of B'rel 
that is stronger than the frigate version.

What version of the product are you using? On what operating system?
Diplomacy 1.19rf, March '11 release. Windows 7.

Please provide any additional information below.
The B'rel cruiser is available before i research the Kron, so I know it is not 
simply a mislabeling.
