Two "String Not Found" issues. #220

I get "String Not Found" instead of "Slow" diplomacy rate in game options. And 
in the stock map "Gateway". The Gateway world is named "String Not Found" even 
though that's more characters than you can normally assign to a planet name.

Using the diplomacy version linked at the SoA2 thread on the Sins official 
forums.
