Most Borg ships use romulan engine sounds #222

What steps will reproduce the problem?
1.  Listen to a Borg ship.  Most have the romulan engine sound.

What is the expected output? What do you see instead?
There is a Borg sound file that is referenced but wasn't in the manifest file.  
I added it there and also modified a couple of ship files that were explicitly 
referencing the romulan ship engine sound instead of the borg engine sound.  I 
also edited the ogg file down so it was more in line size and length wise with 
the other engine sounds.

What version of the product are you using? On what operating system?
Win 7 64 diplo 1.2
