Fed Tech "Resource Focus & Improvements appear non-functional. #224

What steps will reproduce the problem?
1. Load a game, playing as Federation.
2. Research the tech Resource Focus, an ability for the trade ports.
3. Notice that they don't get any added ability button to toggle this mode, and 
they don't produce any extra resources.

What is the expected output? What do you see instead?
I believe the ports should get a button to press to disable their trading use 
and instead increase the output of resource asteroids in the area.

What version of the product are you using? On what operating system?
Windows 7 Ultimate 64bit. Latest Diplomacy version of SoA2.

Please provide any additional information below.
I checked my metal/crystal income rate before researching these techs and they 
didn't seem to passively increase rates or allow an option described in the 
tech tooltip.
