Force of Nature in transwarp gates not available #225

What steps will reproduce the problem?
1. Research Force of Nature
2. Build Transwarp Gate
3. No ability when clicking on Transwarp Gate to summon the ships (I'm guessing 
the ability should do the same as returning armada ?). Research was complete.

What is the expected output? What do you see instead?
A button somewhere on the transwarp gate to summon ships

What version of the product are you using? On what operating system?
0.4.6.5E 
Windows 7
