antimatter refueling pod not working as described #231

What steps will reproduce the problem?
1. research anti matter refueling pods for federation ship factories

What is the expected output? What do you see instead?
the description in the research tree says the pods will refuel nearby ships and 
structures antimatter.  instead, the refueling pod ability only targets ships, 
not structures.

What version of the product are you using? On what operating system?
diplomacy 1.3 on windows 7 64-bit

Please provide any additional information below.
I'm not sure if this is a bug, or a type-o in the description of the refueling 
pod research, but it would be awesome if they refueled structures as well as 
ships, especially in the case of the defense hangars.
