Some programming glitches: Veglargh Space Station Docking Booms and Vorcha Battle Cruiser Cloak #232

What is the issue?
Issue 1: Veglargh Space Station's Docking booms do not automatically repair 
nearby damaged ships when the docking boom's auto-cast is enabled.

I think this is a specific Klingon problem that has nothing to do with the 
number of factions you are playing against, number of enemy ships, number of 
pirates, etc.  It's simply a matter of a programming glitch.  I'll explain.  
When the docking booms are researched on a Veglargh space station, their auto 
cast is enabled the moment the research is completed, right?  Well, then, the 
booms should just automatically repair nearby damaged ships.  This wasn't 
happening for me last week when I played a custom off-line multiplayer game. In 
fact, I had to manually repair my damaged ships.   So, there must be some 
glitch that happens the moment the research is done.  It must be that the 
docking booms program code isn't enabling the auto repair on nearby ships.  An 
alternate explanation is that the station isn't detecting the nearby ships to 
begin with.

Issue 2: Vorcha Battle Cruisers do not auto-attack when cloaked.

I'm not sure if this was intentional on the part of the mod team, but it 
doesn't seem right that the Vorchas wouldn't follow AI attack paths once 
they've cloaked.  They just sit there without moving until I manually select 
targets for them.

The second is intended behavior.  The Vor'Cha can't attack while cloaked, so it 
doesn't try.

Nice catch on the resupply issue, it is indeed borked.  Fixed for the next 
version.
