Windowed Screen is not allow a change of resolution #234

What steps will reproduce the problem?
1. Open a game and start at resolution 1900x1200
2. Set video settings to windowed at any resolution
3. Stuck at an undetermined resolution, probably 1024x768 but in window mode

What is the expected output? What do you see instead?
Expected is a window mode game at 1440x900, instead stuck at 1024x768 
regardless of resolution selection and engage button clicking. Restarting has 
no effect. Non windowed game is fine at 1900x1200

What version of the product are you using? On what operating system?
Diplomacy, 1.31, Windows 7x64bits.

Please provide any additional information below.
Dual screen set up. Fresh install.

Please disregard bug and delete, since I am a new user I didn't know I could 
change the window mode screen size by clicking and dragging.
