Federation Regeneration Abilities #237

The Federation regen abilities are way too strong on their capital ships, the 
only race I can play as and effectively counter them is with the borg and 
that's only due to their assimilation abilities, a level 5 Galaxy class on its 
own managed to defeat a fully upgraded Romulan Starbase with full weapon, and 
armour upgrades, it hull never even reached half way.
A lot of ships in the game have passive regen but the Federation have it the 
highest and the effects never wear off, with enough antimatter research they 
can keep at least a 50/s hull regen all the time non stop, this makes their 
capital ships very hard to best even as the borg, I find it hard to play as any 
other race if I'm against he federation

Starbases have a high target count, but low individual target damage.  Any ship 
with regeneration is going to have an easy time against a single object, 
especially a starbase.  It has insufficient damage to be of significant threat 
to ships that regenerate.

That said, high level starbases are underperforming and the regeneration is 
overkill, changes coming.
