Romulan Starbases not firing on enemy ships #242

What steps will reproduce the problem?
1.Build a Romulan Starbase
2.Wait for an enemy to assault it
3.Starbase will launch squadrons but not fire on any ships

The Starbase will fire on structures--the federation attempted to put a 
starbase in my system and the Romulan SB destroyed it in seconds.

What version of the product are you using? On what operating system?

SOA2 v0.5D.4

Win 7 Pro x64
