2 Research Icons Not Grey At Start #243

What steps will reproduce the problem?
1. Playing as Dominion

What is the expected output? What do you see instead?

1) At start of game click on Dominion Affairs

Antimatter Refueling is not grayed out.  It looks like it is available to be 
researched.  It won't let you research it.  The message telling you to research 
6 Hand for the Founders is displayed.  (Like it should.)

2) At start of game click on Imposed Order

Hangar Defense was kinda half lit.  The hanger image on the ability icon was 
blue instead of greyish. 

Very glad to contribute to my favorite mod of my favorite game.  

What version of the product are you using? On what operating system?
SoA 2 v0.5D.1 for Diplomacy 1.34  Vista Business 32 Bit SP2
