Klingon Shipyard Shield Regeneration does not work #74

What steps will reproduce the problem?
1. Play as Klingons (in any mode) and neither frigate nor capitol shipyards
shield Regen abilities affect nearby ship (or automatically engage when
near friendly ship that is low on shields).

What is the expected output? What do you see instead?
Regen friendly ships shields.  Nothing happens.

What version of the product are you using? On what operating system?
SOASE Entrenchment v1.03, SOA2 v0.3e.1  Windows Vista OS

Please provide any additional information below.
Same problem as for Federation shipyards shield Regen not working.
