Ability Name: Photonic Shockwave
Ability Action: A torpedo that can detonate and disable the engines a group 
of enemy ships for a time.
Trek Trivia: A photonic shock wave is a method of disabling a small group 
of ships in a space battle. It was first known to be used at the Battle of 
Vorkado, when a Romulan captain disabled two ships with it.
The knowledge of this battle was in the The Doctor's tactical database, as 
a part of his Emergency Command Hologram programming. In 2377, he used this 
manoeuvre to disable two Quarren patrol ships to cover USS Voyager's 
retreat.
The tactic involves firing a photon torpedo at the enemy, then hitting the 
torpedo with a phaser when it is between the enemy ships. Exact timing is 
required for achieving maximal efficiency. Due to his computer-controlled 
nature, the Doctor was able to pull off the move with high effectiveness.

Ability Name: Modulated Tractor Beam
Ability Action: Locks on to enemy ship and reduces weapon accuracy by 50% 
(could also affect weapon fire rate or DPS)
Trek Trivia: A carefully modulated tractor beam can be used to affect ship-
to-ship weaponry. In 2372, Lieutenant Commander Worf of the USS Defiant 
suggested using such a beam against a Vor'cha-class attack cruiser. When 
put into practice his plan was successful, deflecting some of the vessel's 
disruptor fire and reducing its effectiveness by fifty percent. (DS9: "The 
Way of the Warrior")

Ability Name: Subnucleonic Radiation
Ability Action: Reduces the manoeuvring speed and weapon speed of enemy 
ships within a radius.
Trek Trivia: During a voyage through a Mutara-class nebula, the gel packs 
began to fail due to subnucleonic radiation. (VOY: "One").  This would 
result in much slower response times from onboard computer systems.

Just curious about the Photonic Shockwave.  How would a torpedo exploding a 
distance
away from a target be more disabling than a torpedo that actually impacts a 
target?

As far as the Subnucleonic Radiation, it would only be effective against 
Intrepid
Class ships....I don't think any of the other ships use those gel packs.

Don't mean to shoot down your ideas, but I suppose I am trying to stick to 
canon as
much as possible for abilities.  Not exactly sure what the guys in charge are 
after
though in terms of abilities and canon.

Ref Photonic Shockwave: I see your point, but it's still a good concept if you 
rework 
the tecnobabble.  Doesn't have to be a torpedo...could be some kind of energy 
pulse or 
beam.

Ref Subnucleaonic Radiation: As with the above, the concept of emitting a 
radiation to 
affect ships systems is what I was going for.  As for Gel-Packs, we see them on 
the 
Intrepid in STVOY, but it's not unreasonable to assume that the technology is 
used in 
other starships after the success on the Intrepid class.
